The "Attendance Rates by Year" chart breaks down the attendance rate
for each campus by the six-week reporting period for the given
fiscal year. The chart displays the attendance percentage for
the six weeks while tooltip data will show the average enrollment.
Additionally, the chart baseline can be modified to values other
than the default value of zero for clarity.
